Creating Top Level Page Dropdowns

Case ID #4916   -   Setup / Installation

Have toggled Drop-down Category Filter and/or Show Only Main Categories in Website Layout and still can't get a dropdown to appear. It shouldn't be this difficult to enable a dropdown for God's sake.
