I don't want the sub-menu to collapse

Hi, I have two questions about the menu:

First,[on desktop] when I click on the little arrow to open the sub-menu, it opens the top level page content while opening the sub-menu. Is it possible to make it two separated actions?

Second, is it possible to disable the sub-menu collapse? I wan't to keep the sub-menu always visible.
